The Surco Universal Exterior RV Ladder with Center Hinges for Contoured Rear Wall, # SP501L, will work when mounted to a bumper depending of course on the bumper position. This probably isn't the best case scenario as it would be better for a ladder to stay as close to vertical as possible, and this is why most ladders end before the bumper. When replacing the rear ladder on your 1999 Four Winds RV the key is making sure the new ladder mounts to the RV's structural components under its outer skin. It is possible that the screw holes will not line up exactly but so long as they allow the included fasteners to reach those structural components the ladder will be able to safely support its maximum rated weight load of 275-lbs.

We don't have an extension ladder made specifically for your 2004 Fleetwood Flair but we do have the Surco RV Ladder Extension # SP504L. Contact Jayco and ask them if there is a bulkhead on the top of your Jay Flight 36BHDS that is reinforced to allow a RV ladder like the part # LA-401 to mount. The Replacement Standoff for Stromberg Carlson Exterior RV Ladders # 8531-B comes in a 12" length, but can be cut down to exactly the size you need. You'll just have to push the inner nut (pictured below) further into the tube and then cutting off the excess.
